What do you call the fabric with stretchy/smocked top and straight bottom used for dresses/skirts?
I'm trying to find where I can get the fabric but I don't know what to call it. It's one of those "one seem instant skirt/dress" fabrics. It has a stretchy top and straight bottom. I tried searching fabric stores but nobody seems to have it.
